Ms. Louisa Koch was born in Boston in 1959 and raised in Brookline, Massachusetts.  She attended Middlebury College in Vermont and graduated with a degree in Physics in 1982.  After working as a consultant for Booz Allen and Hamilton and a researcher for the National Academy of Sciences, Louisa went on to earn her master's degree in Electrical Engineering from the Massachusetts Institute of Technology in 1987. She started her career in Washington working for the Joint Economic Committee of the US Congress as a staff economist.

Commander Pamela Chelgren-Koterba, born in 1950 in Annapolis, Maryland, grew up in various places across the United States. She was the third of seven children in the family of Captain John Chelgren, a distinguished U.S. Navy officer, and Ruth Henderson, a talented singer. Growing up, Pam played the piano and flute.  She studied bioengineering at the University of California, Berkeley, and graduated in 1972. During her time at Berkeley, she worked at the Space Sciences Laboratory, contributing to the OGO 5 satellite data verification. In 1972, Pamela joined the NOAA Corps.

Nir Barnea was born in Israel in 1956. Nir’s father, Daniel Barnea, survived the Holocaust, while his grandparents were deported and killed in Auschwitz in 1945.  Nir graduated in 1974 from Har Vagai High School in Upper Galilee, Israel, and served in the Israel Defense Forces until 1977.  Nir immigrated to the United States and earned his BS in Microbiology from the University of Washington, in Seattle.  He continued his graduate education at UW, earning a master’s degree in Environmental Health.  Nir is also a Certified Industrial Hygienist.

Mr. Albert (Benjie) Spencer retired in 2024 as the Chief Engineer, and Director of Engineering Standards Division, for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service within the Office of Planning and Programming for Service Delivery. Mr. Spencer is responsible for implementing policy, providing end-to-end system engineering oversight, assessing risks, and ensuring consistent engineering processes and standards are applied throughout the organization. 

Suzanne Tully McCarthy was born in 1936 in Roanoke, Virginia. She is of English, Scottish, Northern European, Scandinavian, and Germanic descent, with her maternal grandparents, Emma Row Arbenz and Herman Leonard Arbenz, hailing from Wheeling, West Virginia. Her paternal grandparents were Mary Clarcia Jarrell and Richard Grant Tully, with roots in West Virginia and Virginia. Suzanne pursued her education in mathematics, earning a B.A. from the College of William and Mary in 1957. She furthered her studies with an M.S. in numerical analysis from Johns Hopkins University in 1975.

Dr. John Bossler was born in Johnstown, Pennsylvania, in 1936.  He graduated from the University of Pittsburgh with a degree in civil engineering in 1959 and went to work for the Coast and Geodetic Survey.  John earned a master's and PhD in Geodetic Science from Ohio State University.  Until 1986, John served as Director of the Coast and Geodetic Survey (C&GS) and the National Geodetic Survey (NGS).  As Director of C&GS, he was an Admiral in the NOAA Commissioned Corps.

Laurel Bryant was born in Mount Vernon, Washington, and raised in Seattle.  She attended Shoreline Community College for two years and then graduated from the University of Washington with a degree in Political Science and Economics with a concentration in Environmental Sciences.  She came to Washington, DC, in 1989 and worked for the United States House of Representatives Merchant Marine and Fisheries Committee, the predecessor to the House Natural Resources Committee.

"I had made partnerships [with] people you would not traditionally expect to be partners, I knew the power of collaboration, partnership with all people, all groups with odd interests, and that actually, if you don't speak the same language, you may learn new words."  

Mr. Stephen Gill was born in Lake Placid, New York in 1948.  He earned his BS and MS in Oceanography from New York University School of Engineering and Science.  Gill came to work for NOAA in 1975 as an Oceanographer for the National Ocean Service.  From 1997 to his retirement in 2016, Mr. Gill served as Chief Scientist for NOAA/NOS Center for Operational Oceanographic Products and Services.  

Scope and Content Note

Dr. Crabtree has served as the regional administrator of NOAA Fisheries Service's Southeast Regional Office since January 2003. Previously, Dr. Crabtree was a senior research scientist at the Florida Fish and Wildlife Conservation Commission's Florida Marine Research Institute, and the director of the Commission's Division of Marine Fisheries. He has served these state and federal fishery management agencies for over 15 years, after beginning his career as a self-employed fishing guide in the Florida Keys and Everglades National Park.
