Raised primarily by his aunt and uncle in Tucker County, West Virginia, Morral spent much of his early life in the community. He married Deborah Lynn Steinberg in 1977, and they have two children, Roger Lee Morral, Jr. and Tabitha Jane Morral. The interview begins with Morral recounting the events of November 4, 1985, when severe flooding hit the area.
