Grundy Virginia Flood Control Project

Description

This series consists interview releases, invoices and reference material relating to the Klines' work for the Huntington District, Corps of Engineers. Interviews were conducted mainly during the late 1990s with Grundy, Virginia residents, Corps employees, and community planners in connection with the development of a flood control plan in response to the severe flooding of the Levisa Fork of the Big Sandy River in 1977.

Biographical Sketch

Gene Barr, Carl Miller, and David Hefley are three individuals who have made significant contributions in their respective fields. Gene Barr is a professional who is ready to get started on projects as soon as they are approved. He is knowledgeable about flood proofing measures and the eligibility criteria for the program. He is also familiar with the process of signing up for the program and the responsibilities that come with it. Carl Miller, on the other hand, is an expert in emergency management. He is results-minded and focuses on the potential damages that could occur due to certain events. He recommends Tony Cavalier from WSAZ channel three as a reliable source of information on meteorology. David Hefley is the chief of planning with Booker Associates in Lexington, Kentucky. He has been in this capacity for over two years and has been working in planning and community development on the municipal level for approximately twenty years. He has been involved in the commercial redevelopment project in Grundy, assisting the corps in terms of a market assessment and preliminary design.
