Biographical Sketch

Spencer Nebel is the City Manager in the City of Newport, Oregon. Spencer and his wife have lived in Newport for about three years, and lived in Michigan prior to that, working as the City Manager there as well. 

Spencer talks about how the community is very close knit, and can come together quickly on important decisions. He speaks on how important and powerful the fishermen wives are at communicating and problem solving for the community, including reversing decisions of the U.S. Coast Guard and Washington. The area is much different from where he grew up, and he feels a strong connection to the marine community in Newport, as well as an intense importance of the emergency systems put in place for the Cascadia subduction zone. He discusses the positive things that Newport has to offer, such as the combination of fisheries and tourism, as well as land location and quality. Spencer believes commercial fishing is a critical component of the economy, and it creates many jobs for many generations as well as adds a large sense of comradery and authenticity to the city. He believes that there is a good mix of ages in the industry and there is a drive for youth to get into the business, but if the number of family businesses were to drop there would be a substantial impact on the economy.
