Biographical Sketch

Captain Carl William Fisher, NOAA (retired) was born in Canandaigua, New York on April 12, 1942.  He graduated from Canandaigua Academy in 1960 and was honored as a Graduate of Distinction in 2019.  He graduated from the State University of New York Maritime College in 1965 with a U. S. Merchant Marine License and a B.S. degree in Meteorology and Oceanography.  He was Commissioned as an Officer in the U.S. Coast and Geodetic Survey in June 1965 and served 30 years on various ships and at a number of shore facilities.  He commanded two vessels, the NOAA Ship Peirce and the NOAA Ship Rainier.  He also earned an M.S. degree in Physical Oceanography at Oregon State University in 1969 and a PhD. in Physical Oceanography at Old Dominion University in 1989.  Carl is married to Kathryn Barrows Fisher of Virginia Beach, VA.  They have two daughters, Kathryn and Achsa.  Carl and Kay now reside in Virginia Beach, Virginia. 

Scope and Content Note
The interview with Capt. Carl Fisher, PhD., retired from various Corps, provides insights into the expansion and training of the NOAA Corps and Coast and Geodetic Survey Corps during the formation of ESSA.
